Hum joins REBNY as senior vice president of management services and government affairs

New York, NY Carl Hum will join the Real Estate Board of New York (REBNY) as senior vice president for management services and government affairs, effective November 16th. In this position, Hum will be a principal member of REBNY’s senior staff serving as the lead advocate on a broad portfolio of policy issues, including construction, building codes and regulations, building management, sustainability and energy policy, and federal policy. Hum will work closely with REBNY members, government officials and other stakeholders to promote policies that will expand New York City’s economy, encourage the development and renovation of commercial and residential real property, enhance the city’s appeal to investors and residents, and facilitate property management. “Carl will be an outstanding asset to REBNY and our members,” said John Banks, III, REBNY president. “He brings great experience and a proven track record of managing and completing complex projects through consensus building, strategic communications and savvy, innovative problem-solving.” “We are pleased to welcome Carl to the REBNY team,” said Rob Speyer, REBNY chairman. “His skills, experience, and legal credentials will put REBNY in an even better position to accomplish the ambitious goals on our annual agenda.” Hum joins REBNY from Asian Americans Advancing Justice (AAJC) in Washington, D.C. where he served as vice president of policy and programs. At AAJC, Hum led the organization’s research and advocacy efforts on immigration reform, strengthening voting rights and ensuring broadband access. Hum brings considerable experience regarding New York City policy and government to his new position at REBNY. Among his previous roles, Hum: Served as executive director of the New York City Districting Commission from 2012 to 2013. Under his leadership, the Commission redrew the City Council District lines to reflect demographic changes and comply with the U.S. Constitution, Federal Voting Rights Act and the New York City Charter. The US Department of Justice granted pre-clearance of the Commission’s final district plan in May 2013. Served as president and CEO of the Brooklyn Chamber of Commerce from 2007 to 2012. Despite the deep economic recession, the Chamber – under Hum’s leadership – increased membership, led several advocacy campaigns and expanded a health insurance program for Brooklyn’s small businesses. Led the Mayor’s Office of Industrial and Manufacturing Businesses under mayor Michael Bloomberg. During his tenure, the office designated 16 Industrial Business Zones throughout New York, created industry-specific tax credits and administered the city’s 11 Empire Zones. Additionally, Hum’s legal credentials include: Serving as special counsel for Intergovernmental Affairs and Deputy General Counsel at the NYC Department of Small Business Services (SBS), during which time Hum chaired a transition team that successfully merged the former Department of Employment with SBS, and effectively transformed the City’s adult workforce service delivery system. His appointment as assistant District Attorney at the New York County District Attorney’s Office where he prosecuted and tried felony cases, counseled police investigations, supervised junior Assistants and served in the specialized Domestic Violence Unit. Hum is a graduate of Wesleyan University and the Fordham University School of Law.
