Developing Westchester: City of New Rochelle

New Rochelle, NY The city of New Rochelle, one of New York’s fastest-growing cities, is redefining urban revitalization through innovation, inclusion, and strategic investment. With an 11,000-unit housing pipeline — nearly 20% affordable — New Rochelle’s success stems from proactive zoning reforms, streamlined approvals, and strong public-private partnerships. This “New Rochelle Model” enables rapid, equitable growth that meets community needs.

New Rochelle is ensuring this growth remains holistic by reinvesting revenue — over $36 million in value — from its housing success back into the community. The Vanguard Initiative is revitalizing the city center by supporting local businesses, upgrading storefronts, and enhancing beautification and accessibility to make downtown more inviting and walkable. As part of this effort, the city’s $2.25 million Retail Tenant Improvement Fund has already helped launch more than 50 local businesses, energizing commerce and creating a vibrant commercial and cultural hub.

Major infrastructure projects are also reshaping the city’s connectivity and quality of life. Pratt Landing will become a dynamic waterfront destination for recreation and culture, while the redesigned Transit Center will modernize regional commuter access, improve safety, and enhance mobility.
