• Alex Baghdassarian

• Steven Charney

• David Fultz

• Eric Gruzen

• Scott Kearns

• Robert Peckar

• Steven Seeger

• Denis Serkin

This is the third consecutive year that The Legal 500 U.S. has named P&A a Top Tier Firm. Following a selection process, P&A was named a Top Tier firm in construction law because of the firm’s accomplished team of construction attorneys, its expert handling of national projects across its network of offices, as well as the firm’s substantial experience in facilitating complex public-private partnership (P3) transactions. Having won Legal 500’s “Team of the Year Award in Real Estate: Construction” in 2014, P&A continues to achieve national recognition for its successes in representing the nation’s leading contractors and professional members of the construction industry. According to Legal 500, P&A is the largest contractor-focused firm in the U.S. and consistently maintains “a premier practice of the highest caliber.”

Charney and Peckar were awarded a place on The Legal 500’s list of Leading Lawyers. Both Charney and Peckar stand as exemplars of P&A’s dedication to the industry, expert handling of legal issues, and 35 years of experience in construction law.

Charney is the chairman of P&A. He has been regarded as one of the foremost construction lawyers in the nation, having repeatedly been featured in a number of publications, including New York Magazine, Super Lawyers, Chambers USA, and Best Lawyers in America. Mr. Charney’s representation of contractors and owners involves some of the most prominent construction projects in the United States and internationally, including stadiums, manufacturing facilities, infrastructure projects, office buildings, and residential developments. His practice regularly includes ongoing representation of contractors ranking among the top 10, as reported by Engineering News Record, as well as prominent regional contractors. As a result of Mr. Charney’s depth of experience and understanding of the industry, he is held in high regard as both as an outstanding litigator as well as a leading counselor and advisor.

Peckar is a founding partner of P&A, and maintains his practice in both the New Jersey and New York offices. For decades, he has represented contractors throughout the United States and abroad, gaining a widespread reputation for his legal acumen, his energetic representation, and his creative approach to solving contractors’ most challenging problems. Mr. Peckar was among the pioneers of alternative dispute resolution (ADR) techniques in the construction industry, guiding clients and adversaries through creative dispute avoidance and dispute resolution processes. He remains a leading counselor with regards to ADR and currently focuses his practice on corporate integrity programs and anti-corruption issues across the globe.
