Brooklyn, NY Services for the UnderServed (S:US), Osborne Association, and L+M Development Partners celebrated the groundbreaking ceremony for Phase 2 of the Marcus Garvey affordable and supportive housing expansion project.

The $204 million Marcus Garvey Extension project encompasses three buildings, addressing the critical need for affordable and supportive housing in New York City. Upon completion, the project will bring a total of 287 units, with 143 units designated specifically for supportive housing, catering to individuals and families in need as well as formerly incarcerated people.

Marcus Garvey Extension Building G, developed by Services for the UnderServed (S:US) and L+M Development Partners, will comprise an eight-story building, featuring 109 affordable housing units. Notably, 55 of these units will be designated as supportive housing under the New York City 15/15 program, providing essential services to formerly homeless individuals and families. S:US will deliver comprehensive on-site supportive services, including independent living skills training and health and wellness services, ensuring residents receive the support they need to thrive.

Marcus Garvey Extension Buildings C/E, a collaboration between Osborne Association and L+M Development Partners, will consist of two eight-story buildings offering a total of 178 affordable units. Of these, 88 units will be dedicated to supportive housing for individuals transitioning from incarceration back into the community. Osborne Association will provide a range of on-site supportive services, including workforce development programs, family and relationship coaching, independent living skills training, and health and wellness services, empowering residents to reintegrate successfully into society.

“This groundbreaking ceremony signifies more than the construction of buildings; it symbolizes our commitment to creating inclusive communities where everyone has access to safe and supportive housing,” said Perry Perlmutter, president and CEO, Services for the UnderServed. “Through collaborative efforts with Osborne Association and L+M Development Partners, we are proud to embark on this transformative journey to uplift individuals and families in need.”

“Safe and stable housing is one of the most predictive factors for successful reentry for people returning from incarceration as they pursue goals for employment, health and wellness, and family stability,” said Jon Monsalve, president and CEO, Osborne Association. “We are grateful to Governor Hochul for critical funding to expand on this successful partnership with L+M Development Partners that addresses a dire need for housing and offers a powerful model of care and community for individuals, families, and neighborhoods.”

“As we celebrate the second and final phase of the Marcus Garvey Extension Project, we want to thank Services for the UnderServed and Osborne Association for the critical onsite services and programming that they provide to this community,” said Elaine Braithwaite, managing director at L+M Development Partners. “With 635 units of newly created affordable and supportive housing across the two phases, the project delivers much needed affordable housing to the Brownsville community while continuing to activate the Livonia Avenue corridor with community serving retail and community facility spaces.”

“Breaking ground on the final phase of The Marcus Garvey Extension development is an exciting milestone for this neighborhood where we’re bringing another 287 apartments, for a total of 635, to the heart of Brooklyn on formerly underutilized property,” said RuthAnne Visnauskas, New York State Homes and Community renewal commissioner. “Thank you to our partners for their work making this day a reality and to Governor Hochul for her focus on finding solutions that deliver affordable and supportive housing in communities that need it most.”
