PWC holds Transportation Forum on May 20th; Discussed Delivery Methods and the Laguardia Redevelopment Project

New York, NY On May 20th, Professional Women in Construction’s  (PWC) Transportation Forum at Grand Hyatt at Grand Central offered a panel discussion on delivery methods, with panelists representing public private partnerships, design build and CM at risk. Following the panel was a presentation about the LaGuardia Redevelopment by the Port Authority. 

The delivery methods panel was moderated by Kate Speir, vice president, Hochtief PPP Solutions, and the panelists were Karen Rae, senior advisor for innovative project delivery, Empire State Development; Michael Mifsud, vice president of operations, Skanska USA Civil; Ruth McMorrow, executive vice president, Parsons Corporation; and Gareth Middleton, PE, senior vice president, Transportation & Infrastructure, Tishman Construction Corp, an AECOM company.

Speir opened the event with her optimistic outlook on the current state of construction projects in New York today. “Given the ambitious scale and complexity of large scale transportation and vertical construction projects, it’s not surprising that the public and private sector alike are looking at both traditional and innovative models for the delivery of these projects.”

The panel was a “master class” on new trends in delivery methods. Speir led a lively discussion on which delivery methods are best suited for which projects, and how this is determined. McMorrow provided insight into financing public private partnerships and the necessary entities involved. Rae presented design build from the perspective of government, while Mifsud discussed design build from the perspective of a contractor. Middleton talked about the construction manager taking on the risk, and what that means for projects.

The “master class” was followed by a presentation by Li Pei Wang, program director, department of aviation, Port Authority of New York and New Jersey on the LaGuardia Redevelopment program. Following the presentation, Susan Walter, vice president, regional business leader, transportation, Stantec led a discussion on the project.
