New York, NY The Building Trades Employers’ Association (BTEA) held an educational seminar presented by Steven Plate, deputy chief of capital planning and director of World Trade Center construction at The Port Authority of New York & New Jersey on August 5.

Over 100 BTEA members and industry stakeholders joined Plate to listen to his experience working with the World Trade Center project team on one of the most important projects in New York City’s recent history. Plate shared facts and outlined special design features of the World Trade Center. He also discussed safety policies used during its construction that have been implemented in critical projects nationwide since the World Trade Center’s completion.

Plate currently serves as deputy chief of capital planning/director of World Trade Center Construction for The Port Authority of New York & New Jersey. In this role, Plate is responsible for overall World Trade Center (WTC) Site Redevelopment, including management of a $15-20 billion five-year capital program.

The program includes construction and operational phasing of a Federal Transit Administration funded Transportation Hub which will become the “Grand Central Station of Lower Manhattan;” the One World Trade Center Tower – the tallest building in the western hemisphere at 1776 ft.; the National September 11th Memorial and Museum which incorporates one of the largest man made water features in the world and which has already become one of the most-visited sites in New York City with over a million guests visiting since its opening in May 2014; a state of the art Vehicular Security Center; a 12,500 ton Central Chiller; and a new 500,000-foot World Trade Center Mall and Pedestrian Concourse.

Plate is responsible for all aspects of these projects including, planning, financial strategies, processes, operations and the management of Agency internal personnel and consultant supplemental staff, as well as coordination with outside governmental entities, major real estate developers and construction firms operating as joint ventures, general contractors and subcontractors. Prior to assuming these responsibilities, Plate served as the director and deputy director of the Port Authority. Plate was instrumental in the overall management and delivery of the Port Authority’s $2 Billion AirTrain JFK transit system.
