Manhattan, NY Fifth Avenue Association named Edward Pincar Jr. as its new president. Pincar, who most recently served as the Manhattan Borough commissioner at the New York City Department of Transportation (NYC DOT), is charged with overseeing the BID’s strategy for elevating Fifth Avenue’s status as the premier high street in New York City and worldwide

As president, Pincar will ensure that Fifth Avenue remains a top shopping destination in an ever-changing retail landscape, a luxury hotspot known for its fine dining and five-star hotels, and a prominent hub for class A office. He’ll lead the strategic direction for future operations and business initiatives to help Fifth Avenue evolve while ensuring the district retains its distinctive character for all visitors. Fostering strong relationships with retailers, hoteliers, businesses and community leaders will be a crucial function of Pincar’s role and the key to Fifth Avenue’s continued success.
Pincar’s 15 years at the NYC DOT make him an ideal candidate to step into the role of president. As Manhattan Borough commissioner, he worked closely with residents, business leaders, and elected officials to understand and resolve transportation issues, including leading public outreach to key Manhattan stakeholders for all agency efforts. His prior roles at the DOT included deputy borough commissioner, director of intergovernmental affairs, and director of special projects for the first deputy commissioner. A native New Yorker, Pincar holds a Bachelor of Arts degree in History from Wake Forest University and a Master of Public Administration degree from the Maxwell School at Syracuse University.
Madelyn Wils, who has served as interim president since April 2024, will take over as CEO. Wils led the BID in its 200th anniversary celebration and is spearheading the $350 million redesign of the Avenue. She’ll work alongside Pincar to realize the vision for Fifth Avenue.
