Charlottesville, VA The University of Virginia (UVA) selected Capstone Development Partners and a team of design and construction partners to bring new upper class housing to Grounds. Capstone’s partners for this project are Elkus Manfredi Architects and a joint-venture construction team of Hoar Construction and Hourigan.

Scheduled to be completed for the fall term of 2027 and house 780 students, the new residence hall project will feature apartment-style units. Located in the Emmet Ivy Corridor at the intersection of Copeley Rd. and Ivy Rd., the new housing will provide three new residential buildings totaling 310,000 s/f and reaching five and six stories in height. The new housing will also include a 19,000 s/f dining and retail component.

This upper class housing project is a collaboration between UVA and Capstone Development, who serves as a fee developer responsible for the design and construction of the buildings with project financing provided by the University.

“On behalf of Capstone and our design-build team, we are honored to serve as UVA’s partner and are committed to delivering exceptional new student housing communities on Grounds that will support UVA’s continued commitment to providing vibrant, engaging, and unique residential learning environments,” said William Davis, Capstone Development Partners’ managing principal.

“It is our special privilege to design buildings and spaces on the Grounds conceived by Thomas Jefferson and known for its extraordinary sense of place,” said David Manfredi, CEO and Founding Principal, Elkus Manfredi Architects. “The residential experience is about making a home for students – inclusive and accessible, supportive and collegial, healthy and nurturing.”

“As a UVA graduate with two UVA graduate daughters, I could not be happier than to be helping the University bring this transformational upper class housing project to life. We are thrilled to be on Capstone’s team and to partner with local experts Hourigan to expand UVA’s unique residential learning experience to the exciting new Ivy Corridor,” said Douglas Eckert, EVP and CAO, Hoar Construction.

“Our collaboration with Hoar Construction exemplifies the power of partnership in advancing meaningful projects that serve both immediate and future generations of students. Together with UVA, we’re honored to contribute to a development that enhances campus life and reflects the University’s enduring commitment to excellence,” said Mark Hourigan, CEO, Hourigan.
