Tomer joins the Parsons Brinckerhoff team

Richard Tomer has been named a regulatory and permitting specialist at Parsons Brinckerhoff. In his new position, Tomer will provide technical regulatory services throughout the New York, New Jersey, and Connecticut region for resiliency and waterfront projects, with an early focus on post-Superstorm Sandy rebuilding. Tomer comes to Parsons Brinckerhoff from the U.S. Army Corps of Engineers, New York District, where he served for 31 years, most recently as chief, regulatory branch. He managed all aspects of New York District Regulatory Program, responsible for resolving complex resource issues and guiding jurisdictional determinations, regulatory evaluations and permit approvals for navigational, water resource development, transportation and impact activities for much of New Jersey and New York State. He previously served as Chief of the Technical Support and Permitting sections at the Corps. Tomer received a bachelor of science degree in biology from Stockton State College.
