H2M completes new Clarkstown Commuter Parking Field in New City; Construction completed by JMK Enterprises, Inc.

H2M, a multi-disciplined architectural and services firm, recently completed a new Clarkstown Commuter Parking Field. The grand opening and ribbon cutting ceremony was held recently for the new parking field in the town of Clarkstown. H2M served as the town's engineering consultant throughout the project, which is located on the west side of NYS Rte. 304 between Cavalry Dr. and Squadron Blvd. Construction began in May 2009 and was completed by locally-based JMK Enterprises, Inc with other local labor, subcontractors and suppliers. The recently completed project consists of a 96 vehicle commuter parking field on 1.3 acres which was formerly the Bradlees Shopping Center adjacent to Rte. 304. The project is handicap accessible throughout and includes decorative landscaping, Belgian block curbing, a clock tower, storm-water detention basin, security lighting and a 12' x 30' bus shelter which fronts a dedicated bus stop access lane. H2M provided land surveying, civil engineering, regulatory permitting and construction administration services on the project. "We are very excited about this new commuter lot and the benefits it will provide to our residents," said supervisor Alexander Gromack. "On behalf of the town of Clarkstown, I would especially like to thank H2M for their innovative design and their coordination of the many agencies during the review and approval process for the permitting, design and construction of this important project" The project design and construction was completely funded with a grant from the New York State Department of Transportation (NYSDOT) and the Federal Transit Administration. The bus shelter was substantially funded by Rockland County Department of Public Transportation. The NYSDOT will also pay the town of Clarkstown for snow plowing, lighting and maintenance of the commuter parking field. The town of Clarkstown negotiated a lease of the land for $1 per year from the owners of the property for the development of the commuter lot. The project has received review and approval from NYSDOT, New York State Department of Environmental Conservation, Rockland County Drainage Agency and Rockland County Department of Public Transportation. The benefits of this project are to increase access for commuter public transportation and provide funding for environmental protection of the adjacent Demarest Kill Stream from storm water runoff.

The evolving relationship of environmental consultants and the lending community - by Chuck Merritt

When Environmental Site Assessments (ESA) were first part of commercial real estate risk management, it was the lenders driving this requirement. When a borrower wanted a loan on a property, banks would utilize a list of “Approved Consultants” to order the report on both refinances and purchases.
