East Meadow, NY According to Certilman Balin Adler & Hyman, LLP, Noreen Chen has joined the commercial lending practice group as an associate and Kathleen Farrell has joined the real estate practice group as an associate.
Prior to joining the firm, Chen was counsel at Newtek Small Business Finance, LLC in Lake Success. She represented the Small Business Administration Preferred Lending Partner in SBA 7(a) business loan transactions. She reviewed purchase agreements for real estate and/or business assets, commercial leases, entity formation documents, title reports for commercial and/or residential real estate, and ALTA policies to ensure documents are in compliance with SBA Standard Operating Procedures and SBA Authorization.
An associate attorney at Cullen & Dykman from 2015 until 2017, Chen represented lenders in commercial and residential lending for purchase, sale and refinance of real estate. From 2010 until 2015, she was an associate attorney at another law firm in Nassau County.
She was also a law clerk where she practiced in the areas of personal injury, medical malpractice, discrimination and worker’s compensation cases.
Chen earned her Juris Doctor from the Maurice A. Deane School of Law at Hofstra University in 2009 and her Bachelor of Arts, magna cum laude, in Speech-Public Address from St. John’s University in 2006. She is admitted to practice in the state of NY.
Prior to joining the firm, Farrell was real estate counsel at Professional Physical Therapy. In her three years as real estate counsel, she oversaw all aspects of legal matters related to and/or impacting real estate, including commercial leasing transactions, mergers & acquisitions, asset management and dispute resolution. She has led negotiations for a new 40,000 s/f corporate headquarters, inclusive of a PILOT with the Suffolk County Industrial Development Agency.
For one year after law school, she worked as a Real Estate Associate at the office of a sole practitioner on Long Island where she represented individuals and corporations in real estate transactions, land use and zoning matters.
In 2014, Ms. Farrell earned her Juris Doctor from the Maurice A. Deane School of Law at Hofstra University and was on the Dean’s List. She earned her Bachelor of Arts, cum laude, in Literature and Rhetoric with a minor in History from Binghamton University in 2011.
She was Co-creator and Treasurer of the Veteran’s Legal Assistance Program. This program helped low-income veterans and their families receive free legal advice and representation from private members of the New York State Bar Association and/or law students.
A member of the New York State Bar Association, Ms. Farrell is admitted to practice in the State of New York.
