New York City TLC selects AmTrustRE’s 250 Broadway for new headquarters with 39,000 s/f lease
Manhattan, NY According to AmTrustRE, a national real estate owner-developer with more than 12 million s/f of commercial, mixed-use and residential properties across the Northeast, Midwest, and Sunbelt, the New York City Taxi and Limousine Commission (TLC) has selected 250 Bdwy. as the location of its new headquarters. Executed through the New York City Department of Citywide Administrative Services (DCAS), the 39,000 s/f lease will bring the city agency to the trophy office tower, where it will occupy the full fourth floor and a portion of the fifth floor. Occupancy is expected in Q1 2027.
AmTrustRE was represented by Anne Holker in-house, along with Brad Gerla, Michael Rizzo, and Alex Benisatto of CBRE as landlord broker. The tenant was represented by Gus Field of Cushman & Wakefield.

Spanning a floor and a half, TLC’s new HQ space will feature a range of private offices and conference rooms and a hearing room for public proceedings – creating a central home for the agency and its commission.

250 Bdwy. is a 31-story, 648,000 s/f office tower located in Lower Manhattan along the Canyon of Heroes, near City Hall Park, offering tenants convenient access to the neighborhood’s transit, dining, and retail offerings. The building features 24/7 access, a lobby attendant, on-site property management, 14 passenger elevators, a service elevator, a loading dock, a pharmacy, storage, and touchless turnstile entry.
The transaction further builds on 250 Bdwy.’s recent leasing success, with TLC joining a growing roster of tenants that includes WeWork, which leased 60,000 s/f, and law firm Rose & Rose, which leased 14,067 s/f, both in 2025. The building is also home to a diverse group of prominent law firms, publishing houses, and New York City and New York State government agencies.
