Queens, NY Li (Lily) Huang joins JB&B Environmental as a senior consultant, bringing more than 30 years of government and private sector expertise in the fields of environmental, civil, public health, emergency response, engineering and sciences, and public health policy. As the former assistant commissioner for the Bureau of Environmental Sciences and Engineering at the New York City Department of Health and Mental Hygiene, she oversaw regulatory programs for waterborne illnesses and environmental health risks in building and healthcare infrastructure water systems, including oversight of New York City’s water supply, building infrastructure, and recreational water systems.
Huang is a prominent member of the public health engineering community and has played a critical role in key public health emergency responses and policies, including for the New York City Legionnaires’ disease outbreak in 2015, which resulted in the landmark local legislation Local Law 77 2015, requiring registration and oversight of the New York City’s cooling towers, and other New York City public health outbreaks and emergencies. Additionally, she represented the city at the 2018 International Atomic Energy Agency’s (IAEA) conference in Vienna to accept an award from the Nuclear Threat Initiative (NTI) in recognition of her team’s leadership and innovation in replacing high-activity radioactive sources with alternative and emerging technology at hospitals, medical facilities and blood banks throughout New York City. She has been recognized for her outstanding work by the New York City Department of Health and Mental Hygiene and received their Distinguished Service Awards for Professional Excellence.
