
Manhattan, NY What started out as small talk between two idealistic young men turned out to be the seed of an entrepreneurial dream that allowed four friends to work and build together, resulting in the inception of Outsource Consultants, Inc. in 1993.
Let’s take it back to 1993. Clinton is President, you just hung up your IBM Simon because “Whoomp!” (there it is) came on the radio, you can’t take your computer to Starbucks, and four young New Yorkers band together to create Outsource Consultants, Inc.

Diego Caballero and Joe Roselli, two of the four founders of Outsource, had met in a college Introduction to Landscaping course which, while not their main interest, gave the two an opportunity to connect over common interests and business dreams. After graduating from separate schools, Diego’s and Joe’s paths crossed several times throughout their careers in the New York construction industry, each recommending the other for a position when opportunities came up to work together again.
Along the way, Diego met Mithun Islam. Boisterous, confident, and highly intelligent, Mithun worked with Diego to build out the expediting division of the firm they both worked for, while building a friendship of mutual respect and trust.

When that firm was dissolved, Diego and Mithun were both given a very small equity position to start a new company. Joe, meanwhile, happened to bump into Diego at a time when he was looking to start an expediting company himself. After introducing Diego to his older brother Anthony Roselli, a charismatic, established business owner who wanted to refocus and help Joe build out his dream, Diego agreed to partner with the Roselli brothers – on the condition they add Mithun as a fourth partner.
In the 30 years since, Outsource has become one of the largest code consulting and expediting firms, serving the designers and builders of cities nationwide. They’ve emboldened building professionals to realize their dreams, seeing scalable progress across their portfolio while driving the industry at an evolving pace. A leader in the industry, Outsource prioritizes diversity and inclusion, holding multiple MBE certifications.
Today, Outsource empowers architects, engineers, owners and contractors to navigate the city’s regulatory agencies and streamline the approvals processes. They have also grown to offer special inspections services, through their sister company Outsource Special Inspections, Inc., and their takes on the building code news of the day at Decoderny.com.
But just as the city is always changing, so is Outsource Consultants. With a new 2022 New York City Building Code and Department of Buildings updates prioritizing sustainability and digitization, Outsource’s over 75-person team of experts is looking to the future to keep their clients ahead.
With the flexibility of the modern workplace, Outsource embraces a hybrid structure to better meet both employees and clients where they are. They are also developing a specialty projects team to meet the demand of unique or first-of-its-kind projects, staying on the cutting edge.
