Gavilondo joins the Syracuse office of Hiscock & Barclay, LLP

Carlos Gavilondo, former general counsel for Niagara Mohawk, a National Grid company, has joined Hiscock & Barclay, LLP. Gavilondo brings to the firm experience in northeast regional electric and gas utility operations and regulatory matters. As of counsel to the firm, Gavilondo will focus on serving energy producers, developers, and electric, gas, and telecommunication clients while pursuing a further concentration in the merger of environmental policy and technology with energy policy throughout the region and nation.
Gavilondo worked for National Grid for 11 years in roles of increasing responsibility and geographic scope. Prior to his role with Niagara Mohawk, Gavilondo was VP of regulatory services to National Grid's electric company affiliates in New England. He has served as lead counsel for matters before the New York Public Service Commission (PSC), Federal Energy Regulatory Commission (FERC), the Massachusetts Department of Telecommunications and Energy, the New Hampshire Public Utilities Commission, and for a brief period as general counsel to Silica Networks, S.A., a telecommunications venture based in Santiago, Chile. Prior to joining National Grid, Gavilondo worked in private practice at Squire, Sanders & Dempsey, concentrating on environmental counseling and litigation.
Gavilondo graduated from Tulane University Law School, summa cum laude, and received his B.S. in electrical engineering from Tulane University. He is presently enrolled in the Environmental & Natural Resources Policy Ph.D. program at the State University of New York, College of Environmental Scienceand Forestry.
