Tormenta joins Laland Baptiste and Baptiste Engineering as principal partner
New York, NY Laland Baptiste, a professional construction management services firm, and Baptiste Engineering, a professional civil engineering design firm, announced that Luis M. Tormenta, PE has joined both firms as a principal partner. In his new role, Tormenta will work closely with CEO & principal Schillivia Baptiste, PE, and COO & principal Robert Baptiste, CCM in advancing the overall strategic growth plan and technical diversification of the firms.
Laland Baptiste and Baptiste Engineering are certified Minority and Women Owned Business Enterprises (M/WBE) offering professional construction management and civil engineering services with expertise in transportation, infrastructure, and institutional facilities. A highly accomplished leader in the region’s construction industry, Tormenta brings over 40 years of experience in both the public and private sector. For the past 15 years he served as president & CEO of The LiRo Group, and as COO for the prior 6 years, leading the firm through a complete reorganization and unprecedented growth. Formerly the founding commissioner of the New York City Department of Design and Construction, Tormenta was appointed to create the “super construction agency” where he oversaw an operating budget in excess of $100 million and a capital budget in excess of $3 billion representing over 1200 projects.
Tormenta also served as the assistant commissioner for Capital Projects at the Department of General Services, where he wasresponsible for a multitude of construction programsfor various New York City Agencies. Prior to joining DGS in 1992, Tormenta led the Downstate Division of the New York State Facilities Development Corporation that was subsequently merged with the Dormitory Authority of the State of New York.

Tormenta has taught graduate level Construction Management for the Executive 21 Graduate Program at Brooklyn Polytechnic Institute/NYU as an adjunct professor. He also sits on the Advisory Board of Columbia University Center for Buildings, Infrastructure and Public Space. He is on the Board of the Portugal?US Chamber of Commerce and hasserved on the NYC Mayor’s Office Construction and Real Estate Advisory Council. He holds a Civil Engineering degree from Manhattan College and has been a Professional Engineer since 1984.
