Glen Cove, NY Sidney B. Bowne & Son has played a key role in the early stages of the city’s waterfront revitalization initiative known as Garvies Point. The project, a 52-acre, mixed-use development, is intended to bring economic, environmental, recreational and other benefits to the city by transforming a remediated Superfund and Brownfield site into a vibrant waterfront community.
A critical step in the area’s revitalization is the improvement of vehicular and pedestrian access to the waterfront area and the connection of Glen Cove’s downtown with the Garvies Point Redevelopment. Since 2009, Bowne has been serving as the city’s Prime Design Consultant for the design of highway improvements to Herb Hill Rd. and Garvies Point Rd., an essential access link to the revitalized Waterfront Area.
The Herb Hill/Garvies Point Rd. reconstruction project is a multi-phased, federally-aided project, under the review of NYSDOT and FHWA, which includes the efforts of Bowne engineers as well as their team of sub-consultants. Through extensive study, survey, land acquisition and analysis of current and predicted road usage, the Bowne team, in cooperation with various city departments including DPW, CDA, IDA and planning boards, has developed the design plans, bid documents and cost estimates necessary for the reconstruction of the road and infrastructure. The team has developed the geometric road design incorporating necessary curbs, sidewalks, landscaping, water, sewer, utilities and drainage requirements. Armed with comprehensive plans and documents, the city of Glen Cove has recently received bids and is now preparing for the next phase of this project—construction.
As prime design engineer, Bowne has managed the diverse components of this complex project and dealt with a number of challenges. Bowne coordinated the federal aid process with its extensive documentation requirements in addition to managing other municipal oversight and reporting requirements at the federal, state, county and city levels. Bowne has had to coordinate with the US Environmental Protection Agency (EPA) and NYS Departments of Environmental Conservation (DEC) and Health (DOH) since much of the land adjacent to Garvies Point Rd. and Herb Hill Rd. constitutes a remediated Superfund and Brownfield site. Proper testing, monitoring and materials handling will be of paramount importance during road construction to ensure the safety of all concerned as well as the success of future area development.
Finally, Bowne’s reconstruction plans for Herb Hill/Garvies Point Rd. required close coordination and alignment with the site plans of the Garvies Point Waterfront Redeveloper, RXR Glen Isle Partners.
