04-01-2015 - Frankel, FBI terrorism expert, to discuss active shooter preparedness; At LIREG's April 1st networking breakfast meeting

A top FBI terrorism expert will discuss preparedness for Active Shooter situations at an April 1st networking breakfast of the Long Island Real Estate Group (LIREG), the 350-member philanthropic and networking organization. Richard Frankel, special agent in charge of the New York field office's criminal division, will speak to the organization of real estate and other professionals at 8 a.m. at the Old Westbury Golf & Country Club, 270 Wheatley Rd. An active shooter is an individual actively engaged in killing or attempting to kill people in a confined or populated area. High-profile active shooter situations have included the 2007 shooting at Virginia Tech in which 32 people were killed and the shooting at Sandy Hook Elementary School in Connecticut that claimed 26 lives. A former Suffolk County assistant district attorney, Frankel has held numerous high-level FBI positions since joining the agency in 1995. He began his FBI career as a special agent assigned to the New York field office's Gambino Family Organized Crime Squad. In 2011, Frankel was named associate director of National Intelligence, Office of the director of National Intelligence. Prior to that he served as assistant special agent in charge of the New York Office's counterterrorism division. While in this position, he oversaw numerous counterterrorism investigations within the New York City metro area, to include the plot to bomb two synagogues in the Bronx and shoot a military plane out of the air near Stewart Air Force Base; the plot to explode a bomb in the New York City subway system; and the attempt to explode a vehicle borne bomb in Times Sq. Frankel has travelled extensively for the FBI. He served as the FBI's Deputy On Scene Commander in Afghanistan where he led a group of FBI personnel who supported U.S. Special Forces components. Frankel was the On-Scene Commander for the FBI team that investigated the bombing of the Rugby Club in Uganda during the World Cup. He also led the team that arrested the surviving pirate involved in the Mearsk Alabama incident off the coast of Somalia. Frankel also served as a team leader/assistant inspector within the FBI's Inspection Division where he was involved in two shooting investigations and 16 inspections. He was assigned to the New York Office where he supervised threat response squads within New York City and at JFK Airport. He was an Associate Division Counsel within the New York Field Office wherein he provided legal advice to FBI employees on investigative and administrative matters. Frankel is an FBI trained Hostage Negotiator and has worked several kidnapping matters, domestically and abroad.
