Celeste Evans has joined VHB as senior environmental manager in the New York City office. Evans will help expand the environmental services provided in New York City.
Evans joins VHB after serving as deputy director with the New York City Department of City Planning's Environmental Assessment and Review Division, where she managed the review of many complex, high-profile development projects and was integrally involved in the recent streamlining of environmental review practices for the city. Her background is in the City Environmental Quality Review process and she also has a strong working knowledge of the State Environmental Quality Review Act, National Environmental Policy Act, National Historic Preservation Act, and other environmental laws.
"Celeste was instrumental in rewriting the City Environmental Quality Review Technical Manual and is an expert in New York City's environmental regulations," said Nancy Doon, VHB's New York City environmental services director. "Her familiarity and experience with zoning and land use issues will strengthen VHB's environmental team and help move projects forward for our clients."
Experienced in navigating the regulatory process associated with real estate development in New York, Evans specializes in identifying process efficiencies while ensuring environmental protections are met. She brings 14 years of experience managing interdisciplinary teams in both the public and private sectors.
