Melville, NY According to H2M architects + engineers, Jay Pisco P.E. recently joined the firm as the deputy market leader for the Lower Hudson Municipal Market in their White Plains office. Pisco has more than 36 years of experience working on municipal and private projects in N.Y., N.J., Conn., Md., La., and Puerto Rico, and he will be working with the H2M marketing team to identify and pursue new opportunities where H2M can provide service.

Pisco brings experience and leadership to H2M’s growing practice as a professional engineer.

As a county commissioner of public works and transportation, Pisco was  responsible for multiple municipal infrastructure facilities and projects involving design, construction, operation, maintenance and regulatory compliance of an airport, a countywide bus system, several buildings & grounds, roads, bridges, a vehicle fleet, a road maintenance division, parkways, parking facilities, and garages. Pisco was also responsible for oversight of the County Engineering Division, Valhalla Campus, all consultants, all construction, County road permits, Hilltop Hanover Farm and multiple service contracts. Jay served as landlord for all County – owned and leased buildings. Pisco’s position provided many opportunities to interact with elected officials, public officials, regulatory agencies, local businesses, local utilities, the media and the public in general. Pisco has had experience in the power & energy field (nuclear; hydro power; pumped storage; and oil, coal & natural gas-fired power plants), worked on solid waste-to-energy, household hazardous waste & recycling facilities, Construction supervision and inspection experience with large projects of $100+ million. Pisco developed technical specifications for equipment procurement, and developed Requests for Proposals (RFPs) and Requests for Bids (RFBs). Jay was involved in preparation and negotiations of several contracts for equipment and operating facilities and the Past-President of the New York State Chapter of the Solid Waste Association of North America (SWANA).

Prior to joining H2M, Pisco served as a country commissioner of public works and transportation, vice president of BSG Engineering, vice president of HDR Engineering Inc., mechanical engineer of New York Power Authority, mechanical engineer of Burns and Roe, and graduated from Iona College with a Master’s Degree in Computer Science, and Manhattan College with a Bachelor’s degree in Mechanical Engineering.
